Clinton, William James Perry was born in Vandergrift, Pennsylvania, and received a doctorate in mathematics from Pennsylvania State University in 1957. Perry had a successful career in business before he was appointed as undersecretary of defense in the administration of President James E. Carter. In 1993, he was again appointed undersecretary of defense, this time in the Clinton administration. When Secretary of Defense Leslie Aspin Jr. resigned in 1994, Clinton appointed Perry to replace him. Perry emphasized counterproliferation as one of his main priorities and worked to maintain the centrality of the North Atlantic Treaty Organization (NATO) to transatlantic security. He sparred with Clinton over defense cuts, but oversaw the reduction of the military by 85,000 troops, bringing the force total down to 1.52 million, the lowest level since the 1940s. Perry also implemented a number of reforms to the Pentagon’s procurement system to streamline purchases and reduce redundancy and waste. Unlike his predecessor, Perry supported U.S. military intervention in the Bosnian Conflict. In 1995, American troops began deployment as apart of a NATO-led peacekeeping mission. In 1996, a U.S. military facility in Saudi Arabia was attacked by terrorists in the Khobar Towers bombing. The attack, which left 19 dead and more than 500 wounded, forced the Pentagon to revise base security procedures and emphasized the growing threat of international terrorism to U.S. interests. Perry opposed military intervention during the Rwandan genocide, but supported stern measures against Pyongyang during the North Korean nuclear crisis. Perry announced his resignation in 1996, declaring he was uncomfortable putting U.S. forces in harm’s way. He was succeeded by William S. Cohen. After leaving office, Perry returned to private life, joining the faculty of Stanford University and serving on a variety of advisory boards.
