Manfred Worner was a secretary-general of the North Atlantic Treaty Organization (NATO) during the final days of the Cold War and the uncertain period immediately following the end of the superpower struggle. A former defense minister, Worner was the first German to serve as NATO leader. Worner was born in Stuttgart, Germany. In 1958, he earned a doctorate in international law from the University of Munich and joined the German Air Force Reserve as a fighter pilot. Worner became an advisor to the state government of Baden-Wurttemberg in 1962. He was elected to the Bundestag at the age of 30 as a member of the Christian Democratic Union (Christlich Demokratische Union, CDU). He developed a reputation as West Germany's foremost expert on international security. In 1982, Worner was appointed minister of defense. In that position, he sought to balance the often competing demands inherent in the Germany's security relationships with France and the United States. Worner also endeavored to bolster relations with East Germany in the final days of the Cold War.
Worner became NATO secretary-general on 1 July 1988. He faced a range of challenges during his tenure, including overseeing the end of the Cold War, German reunification, and changes in the alliance's missions and scope. Worner preserved consensus over contentious issues such as the German reunification. He also worked closely with the United States to maintain the centrality of NATO in European security. Worner helped manage the negotiations that culminated in the 1990 Conventional Forces in Europe Treaty, and he also forged a consensus on NATO support for peace efforts in the former Yugoslavia. Meanwhile, the alliance reached out to the states of the former Eastern Europe through the Partnership for Peace initiative and the initial talks over NATO enlargement. Worner oversaw the promulgation of a new Strategic Concept of NATO in 1991. He endured a lengthy battle with intestinal cancer and died in office on 13 August 1994. He was temporarily replaced by Sergio Balanzino (1934- ), who served as acting secretary-general, until Belgium's Willy Claes was sworn in on 17 October 1994.
